Chart Rulers is a Japanese music chart television programme, made by VEJ and broadcast weekly, beginning on August 9, 2022. It is broadcast on Monday evenings at 20:00 on VEJ TV and available on demand internationally on VEXcess. It is the official chart programme for the Japanese Oricon singles chart, and each show consists of performances of some of the week's best-selling popular music records, excluding any tracks moving down the chart, and includes a rundown of that week's singles chart (encompassing the top 30). The programme is currently hosted by Shōichi Ōta.
The idea was born from the success of music programmes in South Korea, alongside the introduction of the Japan Hot 100 creating confusion in the country's music industry as to which chart was sovereign. Oricon signed a contract with VEJ to create the programme in order to reinstate the Oricon singles chart's prestige. Shōichi Ōta was signed as the programme's host following his popular tenure on the South Korean reality competition series 7 Tiers.
Since it began airing on August 9, 2022, Chart Rulers has been a ratings phenomenon. It recorded the highest average viewership of any television programme in Japan in 2023, and became the most-viewed VEJ original television programme, and the most-viewed VEJ programme since Elixir. Its popularity has resulted in the appearance of numerous guest co-hosts which benefit greatly from the exposure generated.
Format[]
Each episode featured 7 live performances and 3 music videos of songs from throughout the Oricon singles chart that week, alongside that week's number 1 single for a total of 11 performances. The number one single on the Oricon singles chart each week would be the final performance shown: if the performers were not available or did not appear in person, the song's music video would play instead. The performer of the song that has had the highest increase on the chart, the performer of a new entry, and a top 10 performer would be interviewed in between performances. All performers are required to sing and play live without backtrack, though certain musicians (mainly idol groups) have been able to have exemptions, provided they pre-record their vocals before the show, in front of the studio audience.
Eligibility for performers currently state that the song can appear as long as it has entered the charts, but it must have either maintained its position or gained positions on the chart to be included after the first three weeks of release: a song that has fallen places on the chart will not be shown in any form after this 3 week period. The show will always include at least one new entry on the chart (this being the highest), and the highest climber on the chart. Occasionally, songs that have fallen on the chart will be performed if features on an album released after the fall of the song that sells well. The rules for eligibility were stricter in 2022 and 2023, before being reformed for 2024. The original rules did not allow for any performers outside of the top 30, and did not allow any song to be performed in consecutive weeks (other than the number 1 single). Both of these rules were removed.
Each episode opens with a performance, before the host(s) introduce the program. A run-down of the week's top 30 singles is undertaken during each show, split into three segments. Positions 30 to 21 are read by the host(s) after the introductory performance, during their introduction; positions 20 to 11 are read midway through the episode; and positions 10 to 1 are read as the introduction to the final, number one performance. Additionally, a short montague of new releases in the country was introduced in March 2024, and usually plays in the first third of the episode.
The program is permanently hosted by Shōichi Ōta, who reads out the chart run-down, interviews guests and introduces performers. Ōta initially hosted the program independently, from the show's debut until summer 2023. In July, he hosted an episode alongside Japanese singer YUKI - following the positive reception of her appearance, VEJ attempted to contract her as co-host, but she declined. Instead, VEJ decided that Ōta would be joined each week by a celebrity guest, who would act as co-host, beginning in September 2023.
Chart Rulers is recorded on the day of airing, usually in the morning, before being edited to completion between the end of filming and the airing of the program. On rare occasions, the program has aired unfinished: in these cases, the program has been finished midway through airing, and the program cuts to a commercial break in order to replace the file being aired. Outside of these instances, Chart Rulers airs without commercial breaks: instead, it is preceded and succeeded by lengthy 10 minute commercial breaks. Additionally, companies can sponsor the program and will have their brand appear on the set. The audience for Chart Rulers are selected via a ticket ballot, and tickets are free outside of special episodes of the series.
Special episodes[]
Chart Rulers has three annual special episodes: the "Summer Special" episode, which airs on the first Monday of July (other than in 2024, where it was held on the second Monday of July to celebrate the program's 100th episode), the "Christmas Special" which airs on the Monday before Christmas (if Christmas falls on a Monday, the special airs the week before, with no episode airing on Christmas Day), and the "New Year Special". Both the Summer and Christmas specials remained 90 minutes in length initially (although the Summer Special extended to 120 minutes in 2024) and feature both a chart run-down and a number one performance, however they feature returning popular performances from the previous 6 months (January-June for the Summer Special, and July-December for the Christmas Special) instead of those on the current chart. The performances are voted on by viewers, with those eligible to be voted guaranteed to perform live as they must sign on to be eligible. Other than the number 1 performance, which can still be a music-video if the artist isn't available, all other songs are performed. Both the Summer and Christmas special episodes are hosted solely by Ōta.
The New Year Special airs on the first Monday of the year. It is 120 minutes (with advert breaks) as opposed to the usual 90, featuring songs and performers who appear on the Oricon singles year-end top 100 chart. There are 17 live performances, 3 music videos, and a performance of the number one single of the year (which can be either performed live or shown via music video - however, if the number 1 performer is not present, but had performed the song on the program earlier in the year, this performance will play instead). Ōta hosts the show alongside a returning special guest from the year. It also features a chart run down for the week, but no performances from said chart.
The Christmas and New Year Special are pre-recorded in the studio, just like the normal series. Meanwhile, the Summer Special is aired live at an open-air venue in Japan - the venue changes each year.
History[]
2021-2022: Conception, premiere and initial rise in popularity[]
Oricon expressed their desires to become Japan's sovereign chart, after confusion over where sovereignty lied chart-wise began in the late 2000s following the introduction of the Japan Hot 100. They first contacted Tae Kyung-Min, president of VEX, in late 2020, but plans for the television program did not begin until late 2021, a year after. Kyung-Min stated that the aim of the program would be to "provide a platform for new and established artists to promote nationwide" and "reinstate the Oricon singles chart as the country's sovereign ranking". Kyung-Min was directly involved in creating the program, naming it, deciding its format, and writing the eligibility rules. Production began on the series in May 2022, including building the studio for the program, hiring staff, designing graphics, and attracting investors.
Finding a host proved to be difficult. Kyung-Min reportedly approached numerous actors and television personalities to attempt to get them to host, but VEJ TV, known mostly for its animated series, wasn't an attractive broadcaster to many. VEX approached Shōichi Ōta in June 2022, an ex-contestant on VESK's 7 Tiers. A free agent at the time, Ōta agreed to present the television series, being the final addition to the crew. He was officially signed and announced to be the host of the program in early July 2022.
VEX and VEJ promoted the program heavily prior to its debut. On August 2, Ōta appeared on VEJ News 24, discussing the program and how influential he believed it could become. He emphasised that all artists would be performing live, and that tickets were free for those who applied via the Chart Rulers website. Ōta served as the face of the show in advertisements for its premiere, appearing on his own in television adverts. The adverts featured Ōta in a modern white lounge, with glass instruments on display. A famous bus-stop advertisement, featuring Shōichi holding a crown in one hand and biting down on it, was plastered across Japanese cities. Ōta also appeared on trains and billboards across the country.
Chart Rulers premiered on August 8, 2022, with Shōichi at the helm. It achieved modest viewing figures of 1.08 million, and instantly attracted press attention due to its live performers (although, the number of live performances in its premiere episode was small). Its second episode saw an increase to 1.77 million, and featured its first live number one performance ("Hoshi no Ame" by Johnny's West). The live performance attracted more media attention, and the program experienced a relatively quick ratings increase: its third episode was viewed by over 2.1 million people, over 1 million more than the pilot only two weeks prior. By the program's 8th episode, it was garnering an average of higher than 3 million viewers per episode, and the number of number one performances were increasing as a result, with many artists seeing the appeal of appearing live and reaping the commercial benefits. Episode 13 became the first episode to achieve more than 4 million viewers, aided by continuous number one performances from artists such as King & Prince and JO1. Episode 18, airing on December 5th 2022, achieved significantly high ratings thanks to the heavily advertised appearance of Kenshi Yonezu. who performed his song "Kick Back" as that week's number-one performance - the song, which achieved great popularity as the theme tune to the anime series Chainsaw Man (which was also airing on VEJ TV), allowed the episode to reach viewing heights of over 6.5 million - a peak for the series. Viewership has grown 5 times on average from the start of season one to the end of season one, with all three final episodes attracting more than 5 million viewers.
2023-present: Viewership increases and celebrity hosts[]
By the start of 2023, Chart Rulers had become an unexpected ratings phenomenon. Already, the show's first season had achieved the highest average viewing figures for an original VEJ TV program. Season two premiered to 6 million viewers. From the 4th episode of season two (and 25th overall) onwards, Chart Rulers began achieving viewership figures north of 6 million per episode, and by late March of the same year the program was achieving over 7 million viewers per episode and regularly ranking atop the weekly ratings chart in Japan.
2023 saw a large increase in the number of number 1 performances in comparison to the previous year, with most artists and labels recognising that the benefit of the program's high exposure was valuable to the success of their artists' songs. The Oricon singles chart began seeing a shift in the way songs perform on the chart, with many rising from debut as opposed to falling from their debut position - despite this, almost all number ones were achieved upon debut. Lesser known artists began cultivating fans after their first appearances on the series.
On July 24, for the program's 51st episode overall, Shōichi was joined by the singer YUKI, who was well-known and well-regarded within the Japanese music industry for her work with Judy & Mary and her solo career. The pair co-hosted the program together, with VEJ trialling to see how the program would fare with two hosts. YUKI's appearance was widely promoted before the episode aired, and this - along with an anticipated debut live performance on the show from B'z, one of the largest Japanese artists in history - propelled the episode to over 9 million real-time viewers, setting a new record for the most-viewed episode of the show. Critical reception to YUKI's appearance was extremely positive, with critics noting both YUKI's natural charisma and her outstanding chemistry with Shōichi.
VEJ attempted to sign YUKI as a permanent co-host on the program. Reports have claimed that Shōichi was a key part of the negotiation process. However, due to work and family commitments, YUKI did not sign a deal with VEJ. Following the 51st episode, the following episodes were once again hosted solely by Shōichi. VEJ officials did state however that multiple agencies had contacted them to see if their clients could help co-host the program. Thus, beginning with episode 59, Chart Rulers began to feature a new celebrity guest co-host each week, whilst Shōichi remained the program's main presenter. Big stars such as Sheena Ringo, who was co-host in episode 60, helped make audiences familiar with the concept of a rotational co-host role. Ratings stayed strong throughout the remainder of 2023, despite not achieving a surplus of 9 million viewers again for the year.
2024's New Year's Special episode, which aired precisely on New Year's Day, featured YUKI returning once again. In an interview during the episode, YUKI said that presenting with Shōichi is what enticed her to return for the special episode. Currently, the New Year's Special is the most-viewed episode of the program, and of any televised program in Japan, with a real-time viewership figure of 10.13 million nationwide. The 2024 season of the program saw weekly celebrity guests continued to appear, but some appearances were better received than others. Episodes were also regularly garnering anywhere between 7 and 9 million viewers per episode - sometimes more - as Chart Rulers remained atop weekly viewership ratings charts across the country. It's popularity enabled producers to hire Sheena Ringo for a second time, followed back-to-back with Hikaru Utada, both being two of Japan's best-selling female artists. The program's second Summer Special aired to just under 10 million viewers, and was a critical success. Many viewers noted that despite Shōichi appearing on his own for the first time in over half a year, he still managed to host the show effectively.
